He went to the USA the following month.

从意思上看，没有太大差别。比如说，说这话时是在今年5月，那么这两句话都是指“在6月份去美国”。

若说区别，也不能一点也没有。next 是顺序限定词，following 是现在分词，作 month 的定语，相当于 the month that followed。不过，很多词典已把 following 列为形容词。

此外，the next month 可以去掉 the，指现时说话的时间。例如，现在是9月份，你说 next month，就是指今年10月。然而，the following month 是不能省略 the 的。

还有一个需要注意，这两个词组都可以添加介词 in，即：in the next month，in the following month 意思保持不变，而 next month 则不能用 in。
