是的，关系副词where有时是可以省略的。

1.关系副词where通常不省略，但有一种特殊情况，即先行词是place, somewhere, anywhere, nowhere等时，where可以省略（where还可换用that）。例如：

This is the place (where) they met yesterday. 这就是他们昨天会面的地方。

Have you somewhere (that) I can lie down for an hour? 你有什么地方让我躺一个小时吗？

2.关系副词when通常也不省略，但若先行词是day, year, time等时，when可以省略（when也可换用that）。例如：
