我觉得放在句首是可以的，这里的 on a priority basis 属方式状语，意思是“按优先顺序”。英语中的方式状语虽然通常放在句末，但放在句首也是可以的。尤其是本句 on a priority basis 将动词与宾语隔开（通常被认为这不是好的语法），所以将它移到句首应该更好些。
