关于there be 句型中的定语从句

章振邦先生《新编英语语法教程书》中有这么几句话：

但在下列结构中，关系代词that的省略并不限于非正式语体。例如：

This is the fastest train there is to Beijing.

He asks for the latest book there is on the subject.

请问一下老师，there is在句中到底是什么含义，是there be 句型吗，还是there作关系代词that的状语？

This is the fastest train (that) there is to Beijing.

He asks for the latest book (that) there is on the subject.

章教授已经告诉你了，关系代词在there be句型中作主语，通常也是可以省略的，而且不限于非正式语体。以上二个句子中黑体部分就是定语从句修饰前面的名词，that 为there is 存在句的主语，that可以省略。
