1 level out = level off , 意为 become stable. 稳定下来，变得平稳。此处用动名词结构表示语言的稳定。

2 too... to do 结构隐含否定意义，太...以致于不能...。否定句中的 any more than, 即 not ... any more than = no more than, 表示二者都否定，既不A，也不B。结合本句，意思是语言太复杂了，以致于无法觉察出语言的稳定过程，就像一个人无法观察到太阳把自己燃烧掉一样。
