2 是否应用被动语态做后置定语的疑问

我看一篇有关手机安全使用文章中一句话：

Despite monitoring apps and restrictions placed on phone, parents are finding it hard to keep up with their kids.

我查了一下词典中placed没有形容词性，所以placed这里不是形容词做restrictions的后置定语，那这里是否应写成…restrictions are placed…，表达“被设置在手机上的功能限制”，才更合适？

Despite monitoring apps and restrictions（that are省略了） placed on phone, parents are finding it hard to keep up with their kids.

解答：despite为介词(尽管，虽然;)，与后面的名词短语monitoring apps and restrictions placed on phone构成介词短语，作让步状语，placed on phone(被安放在手机上的)为过去分词短语作后置定语，修饰限定前面的名词monitoring apples and restrictions,相当于定语从句“that are placed on phone=被安放在手机上的”
