it comes to 看作习语。经常用于时间从句或条件从句（如网友的例句）。意为：涉及到；谈到；说到；如果到了...的时候。作为习语记忆即可。这里 it 是虚拟主语，仅充当主语作用，没有实际词汇意义。

这个come to是“接近、到达某种状况”的意思，如《韦氏高阶》come to：to approach or reach (a specified condition)
The water came slowly to a boil. [=the water slowly began to boil]
The project suddenly came to a stop/halt. [=the project suddenly stopped]
The work has finally come to an end. [=has finally ended]
牛津词典也有相关解释：
to reach a particular situation, especially a bad one 达到（某状况，尤指坏的局面）
