(2) 我认为Vaccines to be donated next year will be far too late for those who are dying today, or being infected today, or at risk today.可以用如下非限定分句切换：

Vaccines that are to be donated next year will be far too late for those who are dying today, or being infected today, or at risk today.= Vaccines that are donated next year will be far too late for those who are dying today, or being infected today, or at risk today.(薄冰老师好像说过这种情况定语从句可以采用一般现在时).

(3) 虽然上述限定分句下定语从句可以采用一般时态,但这时候限定从句下的Vaccines that are donated next year will be far too late for…这里我认为不可以缩略为Vaccines donated next year will be far too late for…..
