请问is to draw only two中 be to 是个什么用法呢？看着也不像不定式，这段话be去掉也是可以的吧？

that I can 应为 than I can, 呼应前面的 more.

but my instinct is to draw only two (conclusions). 这是主系表结构，不定式作表语。but后为并列分句，怎么能省略谓语动词be呢？
