He was born in the city.

born是动词还是形容词？如果是动词的话，它加一个was不是表被动吗？

born in the city是固定搭配吗？就是出生在城市的介词只能用in吗?

谓语动词: was born(被动语态,不要看成系表结构), in the city是地点状语。不存在你说的的固定搭配，只不过经常使用而已。详细参考牛津词典:
