The principal's inbox has been flooded with emails from students wondering whether to be hopeful about a new teacher.

whether 引导名词性疑问分句时，可以使用省略形式：whether to do...。whether to be hopeful about a new teacher. 等于：whether they should be hopeful about a new teacher.
其实，引导名词性从句的其他疑问代词或副词，也可以使用省略形式：wh-word + 不定式。
如：what to do, where to go, how to find it, whom to meet 等。
