你说的正相反,你的第一句错,Frontline workers frustrated with people breaking COVID measures. 一读就感觉不对,英语没有这么说的,除非在报纸题目,这里省略了be 动词。应该是are /were frustrated with 。你自己看看原句是不是题目?英语没有frustrate with 这个说法,frustrate 是及物动词,只能是be frustrated with...

I want to talk to people breaking COVID measures.没错。(但people 前要加the)你看看这是类似问题我在WR论坛提问后,加拿大网友的回复:It is correct as written. If there is a man engaged in the act of breaking a window, it is reasonable to want to talk to him. A police chief, for instance, might point out someone breaking a window at a riot, and say, "I want to talk to the man breaking the window." What he means, of course, is that he wants his officers to arrest that man and bring him in for interrogation.

Here is a sentence circulating on a China-based English forum: I want to talk to the man breaking the window.

A few Chinese learners of English believe this is a wrong sentence in any context because breaking the windowis an instant action and should be replaced by who broke the window. But I think this sentence is possible in a particular context, say, when a repairman is replacing all pieces of glass in the window. For instance, the boss may say to his coworker, pointing to the man: I want to talk to the man breaking the window. Here, I think, the man breaking the window  means the man is breaking every piece of the window glass at the time. Is my understanding correct? Thank you loads!
