我觉得你不应该看不出这两句话的一大堆问题来。两句话都是中文编辑随便在国外quora上选的，上面五湖四海的人都在用英语，错误很多的，当然大家的目的是交流交流，不把错误当回事。

同样最基本的，后面的谓语is的主语是什么呢？稍微加几个词改改就行了:

This phone is cheap but performs as if it would cost twice its $280 price. It is completely customizable, slick, and has a whole lot of memory storage.

另外twice与whole这种最普通的用法查查字典就出来了。
