这是真实条件句。从句假设可能在过去发生的事实，没有用一般过去时，而用现在完成时，因为说话人关心的是事件的发生，而不是何时发生，不确切的过去事件用现在完成时。主句为现在对该事实的解释。这有什么奇怪呢？if从句理论上可以用16种时态中的任何一种。
