1. 第二个疑问句中的 moving forward 是作do 的宾语吗，如何理解？

—— do 的宾语是 what, 在前面。moving forward 为现在分词短语，看作时间状语。意思是“在日常工作中；在发展过程中”。

2. 最后一句话里的by which 如何理解？

——by which = by the process。process 是先行词，which 关系代词，by...通过（方式），放在关系代词之前。

Milton is narrating or representing the process by which they are silenced.
