nor间或可以用在肯定句之后，表示“而且……也不[没有]……”。例如：

Neither 的这种用法没查到。

但张道真《现代英语用法大全》P986 关于 nor 的解释：

△ 间或引起句子：

Nor will I deny that— [And I will not deny that—]. (ALD)

所以可得出，此处 neither 为连词（或称副词连词，位于句首引起倒装）。所以网友的句子相当于：And there is not any obvious sign of discontent within the Communist Party elite.

你有没有考虑前一句话中 but in vain是什么意思？前一句话有没有否定的意义？读句子要充分理解句义，不要停留在字面上。
