They can not choose but (to) take up arms.
前面有do, but to的to可以省略，如果前面有can或者could, but to的to是否可以省略？

They can not choose but take up arms. （不带 to）
不要去考虑之前有没有 do 这个规则，该搭配不带to 的有：
can not choose but do = can't help doing （英国英语）= can't help but do （美国英语）= can't but do
