Neither 的这种用法没查到。
但张道真《现代英语用法大全》P986 关于 nor 的解释：
△ 间或引起句子：
Nor will I deny that— [And I will not deny that—]. (ALD)
所以可得出，此处 neither 为连词（或称副词连词，位于句首引起倒装）。所以网友的句子相当于：And there is not any obvious sign of discontent within the Communist
Party elite.
