someone/something can, and has, done sth. 这个句式在英语中确实是存在的。这其实是并列谓语的一种简略形式，以避免重复。这种句式等于 Sb/sth can do sth and has done sth. 为了避免重复实意动词和宾语，can后面的实意动词和宾语就蒙后省略了。例如，I can solve a complicated math problem within a few seconds and I have often solved a complicated math problem within a few seconds. 这个句子存在重复实意动词、宾语和状语。所以这个句子可以简略为：I can, and have often, solved a complicated math problem within a few seconds. 我可以并经常在数秒钟内解答一个复杂的数学题。COCA语料库就有不少类似的例句，如：
