2 seem引导强调句还是其中it指时间

Everything is happening more quickly in capital markets. Even though private markets do not trade minute-by-minute, there is little time to lose. It seems only yesterday that regulators were fretting publicly about the unchecked growth of opaque private-credit markets.

我觉得可以理解为强调句，但查了资料没有提出了be以外可以用其他的词。或者it指时间？

it seems yesterday= it seems to be yesterday, seems to为半助动词，所以本质上，这还是it is ... that...强调句型。
