怎么理解as many用法

Turkey which rose from the ashes of the Ottoman Empire in the 1920s still strongly rejects the genocide lablel,

saying that 300000 to 500000 Armenians and at least as many Turks died in fighting when Armenians rose up

against their Ottoman rulers.

这里出现的as many显然是as many as的省略用法，但是，我的疑问是这种结构语序说法

at least as many Turks 正确吗？是否应该是and at least Turks as many (as Armenians) 呢？

1. 括号内的成分省略是最常见的，也是提倡的，以避免重复。

2. at least 固定一体，不可分开，用来修饰数词或其他概数词。

3. at least as many Turks 正确，不用怀疑。
