COCA语料库有很多 let my voice be heard的例句，但没有 let my voice heard的例句。《剑桥英语语法》明确指出感官动词后接不带to的不定式作宾补，如果不定式为被动语态，则be必须省略，例如 I saw sb do sth. I saw sth done (不能说 see sth be done).

但《剑桥语法》没有提及其他动词，如 make 和 have 通常也后接不带to的不定式作宾补，如果不定式为被动语态，是否be也是必须省略的。但我们在平时阅读中经常会看到have sth done, make sth done, 但没有见过 have sth be done, make sth be done. 所以，感官动词、使役动词have，make后接不定式作宾补时，如果不定式为被动意义，则be 必须省略，用过去分词作宾补。此时过去分词只有被动意义，没有先于谓语时间的完成意义。即过去分词其实是be done的简略形式，be必须省略。

let是个例外，let sth be done 中的be似乎是不可以省略的。你在外网看到的这个规则也说明了这一点。但是为什么感官动词、have和make后作宾补的be done的be必须省略，而let后作宾补的be done的be不可省略，似乎没有语法书解释这一点。只能用习惯用法来搪塞了。

◆我认为这个句子完全有可能。现代英语表达趋向简练，一些意欲动词如 want, like, wish, expect, would like 等，可以直接使用过去分词作宾补，替代不定式的被动式。例如：

I'd like the job (to be) done when I come back from the journey. 当我旅行回来时，我想让这工作（被别人）做完。

The father wants his daughter (to be) taught music in her free time. 父亲想让女儿在空闲时间学音乐。

They would like the book (to be) published this year. 他们想要这本书今年出版。

We want this matter (to be) settled immediately. 我们希望这个问题立刻被解决。

通过比较，let 一词，也可以归为意欲动词这一类，用过去分词代替不定式的被动式作宾补。let 实际属于使役动词类，像make, have, get, keep, leave 这些使役动词都可以接过去分词作宾补。
