How to understand "as much as" in the sentence?

As much as some scientists may complain about the new awards,two things seem clear.

如何理解这个句子里的as much as

I'm a undergratuate who am learning English grammer to prepare the postgraduate entrance exam.Then，I encountered this problem.

照片里说as引导让步状语从句，一些词要提前，据我分析，应该是把as much提前了，而且在没有提前到情况下应该是这样：

As some scientists may complain as much about the new awards,…如果是这样，那这里的as much又如何理解，表示和……一样多不应该要sth. as much as sth吗？

I would appreciate you a lot if you help me solve this problem.

much as 为习语，等于although/even thouugh，引导让步状语从句。例如词典例句：She knew the truth, much as [=even though] she wanted to deny it. 在美国英语中, much as 常用作as much as.
