据报道，今年中国快递服务将递送大约120亿件包裹。正确翻译：It is reported that Chinese courier services will deliver about 12 billion parcels this year.但老师说写成Based on the report, Chinese courier services will deliver about 12 billion parcels this year.是错的，因为过去分词Based on the report作状语，他逻辑主语就会是主句主语Chinese courier services，但是应该是整句话内容被报道而不是Chinese courier services被报道所以不能用Based on the report，可是我如果理解成老师所说过的分词垂悬结构，那不是这么写也对了？还是说这不属于分词垂悬结构，而是错误的悬垂结构？这个垂悬结构和悬垂结构怎么区分？

based on the report 并不是修饰性状语（adjunct），而是评注性状语（disjunct)。based的逻辑主语并不是句子的主语，而是后面的整个句子。It is based on the report that Chinese courier services...。悬垂结构只是针对修饰性状语而言的。非谓语动词作评注性状语，非谓语动词的逻辑主语要么是说话人，要么是整个句子的内容。所以，在判断分词是否悬垂分词时，首先要判断分词是修饰性状语，还是评注性状语。你们老师的句子是没有问题的。 Chinese courier services will deliver about 12 billion parcels this year，which is based on the report. 这样你就可以看出based的逻辑主语了。
