3 形式主语问题请教

想请教下老师们，最后加粗的这句话能不能理解为it是形式主语，即翻译为“鼓励他人做最好的事是所有人的义务”，其中“to encourage others to do what is best”做实质主语。这样语法上说的通吗？还是说it不是形式主语？谢谢各位老师！

你的理解是正确的，It is subject to sth(名词） +to do(不定式) (结构意思“做某事由某事决定/ 做某事取决于某事”
it(主语)// is(系动词)// subject(表语)// to the duty of all (状语)//to encourage others to do what is best(真正主语).
备注：subject adj.取决于;视…而定 结构(A be subject to B 意思“A取决于B”)
