有关从句用法的疑问

Those with degrees from elite universities catch up fairly quickly to where they otherwise would have been if they had graduated in better times.

为什么先行词用where呢？而且where引导的句子也没看懂？那个otherwise又是什么意思呢？充当什么成分呢？

where在此为融合型关系副词，引导名词性关系分句，作介词to的宾语。where= the place where. otherwise在此为副词，意为“原本会”、“本来会”。
