too...to...结构中，如果不定式表示结果，意味着无法实现，因为 too 的程度，超出了实现结果的极限。但有时候，不定式表示目的，则没有否定意义，直来直去，too 按照 very 的意思理解。本句的含义是：为了使经济恢复健康，花了很（过）长的时间。
