我认为这个ever与前面的the biggest形成修饰关系。在比较句中我们经常用ever来形成一种搭配。

The world is going through the biggest wave of mergers and acquisitions ever witnessed.

ever=at any time时用于“否定句，疑问句，或if句”，而提问中的陈述句不合要求。
