一个句子为什么会有2个谓语的疑惑

这是CNN 10 新闻记者说的原话。
但我感觉上面的句子有语法问题，多了一个谓语。
应该改成What makes downhill cycling such a terrifying pursuit，要去掉is.
不知对否？

网友理解正确。去掉 is，让 make 接复合宾语结构：make + 宾语 + 名词（宾补）
What makes（动） downhill cycling （宾语）such a terrifying pursuit （宾补）is that the bike isn't only powered by the cyclist's legs,....
