own并不多余。an own goal为习语，有二个意思：1 足球或类似球类运动中的乌龙球；2 a course of action which is intended to bring you an advantage and which instead causes a problem for you. 弄巧成拙的事。例句：The law seemed promising, but it has generated such strong opposition that it's become an own goal for the president.

of its own: 属于自己的。its在此指主语 it (可能指的是英国）。

an own goal of its own 在本句中为句子同位语，对整个句子作补充说明。英国在第二波感染流行期间冻结所有疫苗出口以保证供应国内，这对英国来说是弄巧成拙的事情。
