下面这几个句子，all that有的是短语，有的是定语从句吗？

1.He immediately offered to fetch her others; all that his library afforded.他立刻要另外拿些书来给她，把他书房里所有的书都拿来。

2.All that fuss over a few pounds!为几英镑就那么大惊小怪的！

3.It isn't all that cold.天没那么冷。

第1句话，分号位置现在英语里面一般用的是逗号，前后是同位语关系。

第2句话是个感叹句。是个名词短语的结构。

第3句话的all that是副词用法。
