Mr Magufuli will probably be remembered best for his covid denialism, but history should judge him as harshly for the damage he inflicted on Tanzania’s fledgling democracy.

这里为什么用了副词？有点不理解。

你把as理解错了。这个as不是介词引导宾补，而是程度副词，意为同样的。类似下面句子中的as+副词：

Tom runs fast, and John runs as fast. 约翰跑得同样快。

but history should judge him as harshly for...

历史将会因他。。。而同样严厉地评判他。
