为什么不是充当宾语？

Suzhou may not be a perfect city that you have considered.

这个句子是错误的。可做如下修改：

1 Suzhou may not be a perfect city as you have considered.

as引导比较分句, considered后省略了it is.

2 Suzhou may not be a perfect city that you have considered it to be.

it指代Suzhou为宾语，that为to be后的表语，to be that为宾补。

这里的 that you have considered 是定语从句，city 是先行词。
