以上句子摘自一段新闻。黑体部分的定语从句，that were up to their head，从逻辑上可以理解出是水位已经到达了牛的头部，但是这个定语从句在语法上是否规范？如果是were up to their head，那么主语不应该是水吗？问了几个老外，他们觉得这段话的语法是正式的语法，但是我还是不太理解这样“主语 were up to their head”表示水位到主语头部的用法，希望老师们指教一下这个用法在语法上是否规范？

这个句子的表语是in the water, 即that（指cows) were in the water. up to their head是状语，描述它们在水中的样子。你已经问了老外，老外觉得这个句子没有错误，你就不要再怀疑其正确性，而是应该怎么理解这个句子。
