赞同王老师的解答。whether和if通常在以下两种情况下可以互换：
1.在“及物动词”或“be+形容词”后引导宾语从句时：
I wonder whether (if) the news will come. 我不知道他是否来。
He was not sure whether (if) he is right or wrong. 他不确定他是对还是错。
2.it用作形式主语时：
It hasn't been decided whether (if) we shall attend the meeting. 我们是否出席会议还没有决定。
▲ 以下几种情况只能用whether：
1. 在表语从句中：
The question is whether the film is worth seeing. 问题是这部影片是否值得一看。
2). 在同位语从句中：
I have no idea whether he will come back home today. 我不知道他今天是否回家。
3. 主语从句位于句首时：
Whether they’re safe is unknown. 他们是否安全尚不清楚。
4. 在介词之后(但在某些“动词+介词”的短语中，介词有时可省略)。
It all depends (on) whether they will support us. 这完全取决于他们是否支持我们。
5. 后面紧接or not时：
I don’t know whether or not she is ready. 我不知道她是否准备好了。
6. 当从句简化为不定式时：
He doesn’t know whether to stay or not. 他不知道是否该留下。
7. 用if会引起歧义时：
Please let me know whether you like that watch. 请告诉我你是否喜欢那款手表。(句中的whether若改用if，那么既可以是宾语从句，也可以是条件状语从句。)
