By+时间名词作状语，意为not later than. 谓语动作可以在该时间之前发生（此时谓语动词用完成体），也可以在该时间发生（此时谓语动词用一般体）。本句中double无须改为完成体，因为该动作可能发生在2025年以前，也可能发生在2025年。

我认为，原句的主语是proposal 后面用了表示推测的would（虚拟），在这样的句式中不会使用将来完成时。另外现代英语倾向于用将来时代替将来完成时，只有在特意强调完成的情况下才使用将来完成。也和by 的用法无关。请看下面例句：

Nigeria’s population is set to double to more than 400m by 2050, when it will have overtaken the US as the world’s third most inhabited country.

By 2050, the situation will have changed just slightly in favour of the medium age group.
