这里的house指众议院，英语可以说：The Bill was passed by the house. 也可以说：The house passed the bill. 还有一种说法就是The bill passed the house. 这里我们要体会英语思维，pass有通过，走过的意思。法案走过了众议院，即走完了众院的相关程序，当然就表示获得众院通过。
