为什么第二句就是错误呢，结构也没错吧？

He appears （to be) a perfectly normal person.

sb/sth作主语，appear要后接不定式。当不定式为系词to be是，to be的表语如果是归属性表语，则to be可以省略，也可以不省略。

但如果to be 后为确认性表语，则to be是不可省略的。例如：

He appears to be Tom/ the man who did it yesterday.

本句中 Tom 或 the man who ... 均为确认性表语，to be 是不可省略的。

He appears Tom / the man who did it yesterday. 错误。

Soon the sky appeared the stars. 这个句子的错误是逻辑错误，因为逻辑上 the sky is the stars.是不成立的。这种中式思维“天上出现了星星”的逐字翻译，类似于 open door red (开门红）的翻译。

这里的appear是系动词“显得; 好像; 似乎”，其后可以接名词作归属性表语，即He is a perfectly normal person。又如：

Don't make him appear a fool.别把他弄得像个傻子似的。《牛津高阶英汉双解词典》

She appears a nice enough person.她看来是个很好的人。《韦氏高阶英汉双解词典》

再看看你的第二句：Soon the sky appeared the stars. 试问，天空怎么会是星星呢？但appear“出现”可作不及物动词，句子可改为：Soon many stars appeared in the sky.
