intend for sb to do sth 还是应该是 intend sb to do sth呢？

1.intend for sb to do sth和intend sb to do sth都对。前者是美国英语用法，后者是英国英语用法。2.interfere with ...干扰...。引号里那句话意思是“干扰联席会议证明2020年总统选举结果的庄严宪法义务”。
