为啥第一句主动而第二句就被动了呢

【答】这里的 aims 是主动语态做谓语动词。
New laws have been introduced aimed at preventing motorists from breaking traffic rules.
【答】 have been introduced 是 introduce 的被动语态做谓语动词，不是 aim 的被动语态。
