老师，我在 VOA Special English看到这么一句话：

【Vietnam has one of the worst records on media freedom. Reporters Without Borders says it is the fifth least free country out of the group's list of 180 nations.】

【越南是媒体自由记录最差的国家之一。无国界记者组织称，在该组织对180个国家的排名中，越南位于最不自由国家的第五位。】

我的疑问是：当我翻译这句话"越南是媒体自由记录最差的国家之一"的时候，我的写法是："Vietnam is one of the worst records on media freedom."

我把谓语动词写成了"is"，但原文是"has"。

为什么原文中要使用has，而不使用is呢？

英语表达“是”的含义时，一般都用be动词的呀，为什么这里要用has呢？
