我把解答重新写一下。答案是：C. of which

For many cities in the world, there is no room to spread out further, of which New York is an example.

which 指代先行词 cities，不是非限制性定语从句，不是指代整个前句。of which 前面有逗号，是因为被 there is no room to spread out further 分隔所致。

of which New York is an example = Of the many cities New York is an example. = New York is an example of the many cities. （正）

所以，不能用 in which。如果用 in which，那么结果是：New York is an example in the many cities. （误）
