过去分词的成分和all the的问题

1.The Sutton Hoo treasure spent World War II safely hidden in a London Underground Station.

这里为什么不是spent time doing？如果是World War II in a London Underground Station，那safely hidden该怎么分析？

2.A few kind words at the right time make all the difference.

It is all the more shocking to know that the hearing was less than half a day long.

第一句话中的all the可以视为限定词修饰difference，但第二个话中的all the是在修饰形容词shocking吗，可是我理解形容词是不能用限定词的，所以难道shocking是动名词？

另外，是不是还有另一种分析：即all the more有没有可能是一个整体？

shocking 形容词，all the more,修饰shocking，更加的意思. spend time 过去分词，后面表伴随，或方式。
