agency 是“机构、组织”，表示抽象意义。此句只用 across，不能用 through。
如果宾语是“地点、区域”， across 和 through 都可以。
2000 workers across the country are to be fired.
2000 workers through the country are to be fired.
全国范围内将有2000名工人被解雇。
