to give future IELTS candidates an idea 是不定式短语作目的状语；whether 引导的是名词性从句，作介词 of 的宾语从句。

“to give future IELTS candidates an idea 是非谓语做宾语”，那么作谁的宾语呢？显然这样理解是不对的。

不过“of whether their English is at the required level”确实是介词短语作 an idea 的后置定语，但不能说 whether their English is at the required level 是定语从句。其中 an idea 与 whether their English is at the required level 之间是同位关系，idea 是曹老师说的中心名词（head noun）。
