It is strange that…中的that从句（实为主语从句）可以用虚拟语气，也可以用陈述语气——其区别是：若用虚拟语气（should+v.），则含有惊奇的意味（通常可翻译为“竟然”）。如：

It is strange that she should have done it. 真奇怪，她竟会干出这种事来。

It’s strange that he should have left without telling us. 奇怪，他竟没有和我们说一声就走了。

若用陈述语气，则不强调惊奇的意味。如：

It’s strange that there are no lights on. 真奇怪，没有一盏灯是开着的。

It’s strange that it hasn’t been noticed before. 很奇怪，以前没人注意到这一点。
