hear是个短暂动词，when从句如果用短暂动词的一般体形式，意味着主句动作紧接着发生。由此可知，tomorrow修饰的是hear，而不是will call. 

When I hear the news, I will call you tomorrow. 这是错误的。因为你可能今天就听到消息，你明天才告诉他，when的使用就是错误，你得改为if引导从句。

Hearing the news tomorrow, I will call you. 这个句子没有任何问题，hearing的动作和will call的动作首尾衔接，符合现在分词的“同时性”。

第一个句子很正确，为何要改成一个错误的句子呢？
When I hear the news tomorrow, I will call you.（正）
When I hear the news, I will call you tomorrow.（误）
句子错在 when... 和 tomorrow 存在冲突，主从句的时间错位，违背逻辑。第一句，when 和 tomorrow 放在同一个从句中，tomorrow 可以包容 when 表示的时间。

同理，若用分词短语表示时间，也是同样的错误。如果用来表示条件，则可以。
