2 He or she is more likely to meet personally than (he or she is) (to) write a letter.

省略了不定式符号to. more likely为比较项，不可在从句重复，即从句不能再出现likely。

do/did/have done more than (just/simply)+不带to的不定式：不止做某事

be doing more than (just/simply) + doing : 不仅仅在做某事。
