句中的粗体部分是不定式，与thief是主谓关系，所以不定式修饰的是thief，不知道这样理解对不对？另外，还烦请老师帮忙翻译一下。
我对这个句子的理解是"只需要有台电脑落入到懂行的贼人手里，这些贼人就会对人民造成时间成本上的昂贵损害"， 可是这样一来， 不定式的功能好像就变了，请老师赐教!

你对句子结构的理解是错误的。
不定式为真正主语，it为形式主语。
这个句子是个假拟分类句，强调宾语。本来是这样的：
It takes one stolen laptop in the hands of the right thief to deal expensive and time-consuming damage to people.
it为形式主语，不定式为真正主语。one stolen laptop in the hands of the right thief 为宾语。in the hands of the right thief 为 laptop的定语。
为了强调宾语，我们可以用强调句型（it 分裂句）：
It is one stolen laptop in the hands of the right thief that it takes to deal expensive and time-consuming damage to people.
也可以用假拟分裂句强调宾语：
