主谓一致的问题

关于people，无论表示人们还是民族时，谓语动词都是用复数是吗？

类似的词还有cattle, police,mankind,staff也是一样嘛

people 指人时谓语动词用复数，指一个民族时，用单数。例：This people shares characteristics with certain inhabitants of central Asia.

cattle, police, mankind 谓语动词用复数。

staff 美国英语谓语动词用单数。例：The hotel staff was friendly.美语

英国英语谓语动词多用复数，偶尔也有用单数的。

例：The teaching staff are/is well-qualified and experienced.（英国英语）
